Did this occur suddenly? If so, then you may have a fluid leak somewhere.

Look under car at all 4 wheels to see if any evidence of fluid leakage. A wet spot will most likely indicate the wheel(s) on which the problem exists. Repair or replace the cause of the leak, refill master cylinder, bleed air from lines and you should be good to go.

If this condition came on gradually, you may simply have worn down the surfaces of the pads and shoes, allowing the pedal to go further and further down before the lining materials contact the rotors and drums.

If this turns out to be the case don't do just one wheel. At the least do both wheels on a given axle.

It would be a very good idea to purchase a vehicle specific repair manual for pictures and step by step instructions on how to accomplish theser tasks.
