It sounds as though your brake cylinder regulator needs to be replaced. It is a small piece connected to the brake lines coming off the master cylinder. It may be possible to bleed it to get it to stop but most likely it needs to be replaced. Question - Will it lose all pressure suddenly if you hold the brakes for a prolonged period such as sitting at a stop sign. If not, it may not be the regulator and you may be building pressure from the brake booster and it may need to be replaced.
