Having problems with your 1985 Jeep Cherokee ?

When standing in front of the engine I can see the carb base bolt on the right but cannot see the other bolt(s) that are holding it down. The Jeep is a 1985 jeep Cherokee 4 wheel drive, 2.5 L 4 cylinder engine. I need to take the carb off to tighten it up. I touched it and the RPM went up and down because the carb is loose.

You have no choice but to start disassembly until you get to the poin where the bolts (actually nuts) can be accessed. Also don't waste your time. Byuy a new Fel-Pro carb base gasket. Don't try to re-use the old one...
Idle goes up and down meaning you have a vacuum leak possibly. make sure your return spring is connected to your throttle link and that there is tension.
