I bet i know what this is? its likely to be the EGR velve, take of the inter cooler and the EGR velve is under there very gentely undo the bolts and lift off the pipe work then make a blanking plate out of thin sheet steel to fit under the pipe work so you blank off that stupid EGR velve completly
\015\012now watch her pick up her feet and go you now have the full turbo boost, if thats not it its the fule pump but try the EGR velve first dont take it back out if its no better, it wont hurt it and it will give you more MPG

\015\012 right now the fule pump,, look at the flunt of the derv pump,, you will see a black rubber cap with two wirers goming out of it,,, its the advance actuator unscrew it and fit a new one there about £80 app i hope that turbo is a good one and not just sezing up on you,
Sounds like you need a new turbo, the turbo is lubed by engine oil and shaft seals leaking into the intake.
