Answers :

Somewhere along the harness to the Fuel tank, you will find that, probably due to age of vehicle. That the harness protective sheath, has chafed on a rough edge, or other contact point, on its journey to the rear.
\012Alternately, the Pump may have failed internally, creating a Ground out.
\012Disconnect the electric coupling at the tank, and circuit test the Power supply, coming down that line, from the front, by inserting a NEW fuse, of the correct AMP rating, and switch on the ignition. If the fuse does not blow, then you are alert to a Pump fault, if it does, then the remedy,is in finding the Ground out along the run of the harness. Using a Multimeter, the power to the pump should exceed 12.0 volts from the front of vehicle supply, anything lower, is an electrical supply fault.
