If you noted the direction arrow on the fuel filter when you installed it and the arrow points toward the front of the vehicle, then the fuel pump will automatically bleed the air and deliver fuel to the motor. Just hold the pedal to the floor and try starting the car five or six times with the pedal all the way down. If it was just a bad or dirty fuel filter that was starving the engine that should work. If the engine was not starting before the fuel filter was replaced, you could have a defective fuel regulator leaking fuel or you may have a bad idle air control valve motor. When these fail you can smack it hard with a handle from a screwdriver or remove it and clean it and put it back in to "temporarily" get it working again. That will usually work for a few months anyway. The other possiblity is you have an air leak between the air filter box and the motor. Any leaks in the hoses between those locations can make a modern vehicle very hard to stop and will run a battery down pretty quick.
