There is wear in the engine which allows it to burn a little oil. When cold, the clearances are looser, and a bit more oil gets through. It will be either the piston rings, or valve guides and seals, which need attention.

A compression test, which you can do yourself, will probably show a loss in compression in one or more cylinders. Do that to get a baseline, then squirt a teaspoon of oil into the spark plug hole and repeat the test. If the test result improves, the rings are worn. If not, the valve guides and seals need work.
