This is one of them trick questions that you try to answer and it ends up being the key ,but first off i would try the spare key ,if that doesnt work then remove the pump /float assembly and inspect the wiring that runs from the plug in connection to the pump because i have had problems with the insulation in the past ,but on this model i think you will have to empty the tank and drop it to be able to get to the unit ,this is easy to do but soak the two strap retaining bolt /stud threads in engine oil for a couple of days first though. Also had one of these older models with a metal fuel tank with a similar problem and it was the gauze filter on the bottom of the pump being blocked with rust deposits ,then another with the insulation broke and a loose connection on the pump, had another one with a melted terminal block on top of the unit and how it never caught on fire i will never know .
