Having problems with your 1994 Cadillac Eldorado ?

OK this has been stumping several mechanics so lets give you guys a try. I live in Seattle so there is a lot of rain. When I drive thru a puddle, only an inch or two deep, and at almost an idle, the power steering and breaks go out. It is like the power assist cuts out. It will last for only a minute at most and it only seems to happen at very low speeds. On the open road it does not happen. Please if anyone has an idea as to what is going on HEIP!

Some cars have a hydraulic booster on the power brakes that operates off the power steering pump. I don't know if your car is that way or not. But, if it does have that system and the belt is getting wet causing it to slip that would explain the problem. Are you sure all the splash shields are in place? There should be plastic or rubber splash shields that keep water from getting on the belt.
When you say the brakes go out what do you mean? Is it like the car is not running, you can stop but have to push really hard? Its hard to believe both as they are 2 unrelated systems. I would lean towards the wheel sensore for the brakes but as far as the power steering your pump is mechanical/hydraulic and a puddle would not physically affect its performance so would have to be somehing causing the belt to slip to the pump and drys after min or so and gets grip.
