Having problems with your 1994 Honda Civic ?

I have a 94 honda civic ex 1.6L with DTC17 (VSS). Speedo is inop.

\015 My speedo is inop in my car. I am a mechanic and have followed the\015\012Haynes manual and trouble shooting procedure for the VSS. I checked\015\012for voltage at sens connector (yellow/blue tracer) & had 12.5 volts. Then\015\012checked black wire for continuity to ground and ok. Slightly high resis-\015\012tance @ 1ohm, so I removed and cleaned all ground cables, now ok @\015\012.8ohm's. Next I reconnected vss conn and backprobed yellow/white \015\012stripe and rotated one tire but voltage stayed steady at 4.89volts, it did\015\012not pulsate. So I tried another speed sensor (used) but it did the same.\015\012I would really appreciate it if someone could give me some kind of idea\015\012next. The Haynes manual does not have ECM diag procedures, only the wire schematics which are a little hard to read. Next question I guess is, why do I have 4.89v on signal wire regardless if connector is\015\012plugged in or not to sensor, I was under the impression that the sensor\015\012produced the 5v and pulsated it. Is it possible that the second sensor is bad as well? Also one last bit of info, everything was fine till I stopped to\015\012fuel up and reset the odometer, and from that moment the speedo quit.\015\012Then it began to work intermittantly and then quit completely. I will assume u have no way to read live data from the sensor, you are also saying u tried to read output from sensor and it has no output? is that correct? if so then the exciter ring that pulses the speedo speed sensor may be defective. the main thing is you should have a pulsating signal out of the speed sensor, never mind the voltage readings.
Sound like problem in the cluster . .
