Having problems with your 1995 Chevrolet Monte Carlo ?

My fuel gage isnt working. when i unhook the wire connection at the gas tank my gage reads full. when hooked up it reads empty when the car is running. but when i shut the car off it reads a 1/4 of a tank no matter haw much gas i have.
