If the fluid levels do not go down in the reservoir and there are no traces of fluid on the ground your Master cylinder rubbers are shot.

\015\012Reconditioned unit or a new one is required , that involves a replacement unit and a bleed off on the brake lines

I would replace the master cylinder. If there isn't a massive leak in your lines chances is are it's the master cylinder or the brake booster. Cylinder is an easier job. Try a junk yard if your looking to get it cheap.
