Hi and welcome to FixYa,

Since the blower resistor has been replaced and presumably checks good, then next test calls for checking the presence/absence of +12 on the terminals of the resistor while the speed selector switch is engaged. The only time the resistor is not used is in the OFF and HI speed (where +12 is directly supplied to the blower motor through a relay).

The same manner of testing could be used on the actual blower motor.  There should be varying voltage at its inputs depending on the speed position/selection.

Of course another possibility to consider is the speed selector switch itself.  Again voltage check would help in confirming.

It would be prefereable to use a testlight rather than a voltmeter.

Good luck and thank you for asking FixYa.
There is an electrical fault in the system. It does like this at times and will maybe go back to normal after a while.

Be careful how you tamper with it anyway.

Except you wanna change it completely, then look out for the rating to be sure they are of similar ratings.

Good car you've got dear.

Cheers.
