No the abs should not feel like its activating everytime you hit the brakes. it is a system that only operates when certain conditions are met. one such condition would be a wheel locking up from to much brake force. the car then activates the abs to control the brakes so you slow down as fast as possible without sliding. the abs knows to kick on because wheel sensors at each wheel watch for this. my guess would be a bad wheel sensor? pretty cheap usually.
This is normal, all abs systems are full time, if they weren't then the systems would be useless.
