Having problems with your 1996 Ford Taurus ?

I need a state inspection, and the "service engine light" is on due to code PO713 . which the ford dealer tells me is the transmission fluid temp sensor circuit fault code.they ran datalogger and found TFT in range.they cleared code and retested ECC passed. since this has nothing to do with emmisions it should pass inspection. but cant get it done due to light on. any help???
