Hello and welcome to FixYa!

You definitely have a vacuum problem. If you have a worn out or disconnected vacuum hose somewhere, the car tends to rev during braking. If the vacuum hoses looks fine then the problem will be on the hydrovac itself. If the hydrovac is near to it's break point this issues occur. I strongly suggest that you have it replaced and you'll be good.

Hope this helps and thank you for using FixYa!
Thanks for choosing FixYa and welcome. Was the car cold when this happened or was the A/C on?
