Having problems with your 1996 Nissan Pickup ?

I have a 1996 Nissan Pickup xe 2.4l. The evap purge valve (Part# 14930-3m201) is making a loud clicking noise when I turn my key on and off and I hear the same type of clicking while im driving but one I stop the noise stops. I am not getting any codes. Is this valve supposed to make noise?
