A bad head gasket can allow oil into the water, because oil is pressurized through a small passage into the head, in order to lube an overhead cam set of bearings.

However, this does not have to be terminal.
I have had very small leaks like this that never got any worse.
The biggest problem was the slow softening of the rubber hoses.

But it also could easily be terminal, because if oil gets into the water, water may be able to get into the oil.
And if water gets into the oil on a regular basis, the engine will not last, and a head gasket replacement must be done before it blows the bearings.
So watch for the oil getting milky, or excess froth and foam at the PVC.
