My 1997 Nissan Maxima wont start.I tried jumping it but it wont crank. Can it be the starter or is it the battery?

First try turning on the headlights. If they don't come on or they are very dim then you may need to charge or replace the battery. If they are on then try to spin the engine over, watch the headlights to see if they dim when you try to start the vehicle. If they dim when you turn the key, add a set of jumper cable and try tapping on the starter with the jack handle while someone turns the key over (who ever turns the key over needs to hold it over until the vehicle starts). If the engine spins over then the starter is bad and will need to be replaced. If it does not it is possible that it is the electrical part of the ignition, park/neutral switch, relay or connections.
Try jumping the battery at no more than 2000 RPM for two minutes, then try to start the car.You can also take the battery to the parts store and they will gladly test it for you Free.If it is good your starter may be the problem.Like the battery it can also be taken to the parts store for Free testing. Then both your quesions will be answered.
