Having problems with your 1997 Nissan Pickup ?

1997 Nissan Pickup not passing CA smog due to MONITORS? Not performing self test?

\015 Trying to pass smog and failed. The vehicle passed the emissions part of the test but failed for the Check Engine light being on. I was told that that check engine light is on because the trucks ECU has not completed the self tests. I was told it is stuck in OPEN LOOP>? The vehicle has been driver over 3000 miles since this and the ECU is still stuck in OPEN LOOP or NOT COMPLETED when it comes to some of the self tests needed for smog. The numbers are great on the emissions part. I am wanting to know if there is a way to have the ECU fixed so it can perform the proper self tests, or if I need to replace the ECU? I have called a few local dismantlers and have gotten decent quotes on used ECU's from truck of the same year and motor size. If I were to purchase a used one would I be able to pass smog? Or would I need to have someone reprogram the used ECU? I am a college student and need this to be fixed so I can get back and forth to school. So any helpful comments or answers would be great.
