The only way to know what the problem is to check. But the problem is definitely from either the battery, the solenoid or the starter. Since you are hearing the clicking sound, it simply means voltage is getting through the solenoid, but there might not be enough voltage to spin the starter. So try to start with the battery and cables.

Be sure to check if the battery is fully charged and the battery cables if they are clean, then check if other electrical connections at the solenoid and starter are clean and tight.

Next thing to do is check the wiring connections on the solenoid and starter. If they clean and tight. Also check the solenoid ground connection or its mounting, if there is any rust or corrosion, there can be an interference with the amps too.

Try bypassing the solenoid to see if the starter spins. If it spins, the problem is excessive resistance in the solenoid. Replace the solenoid. If the starter does not spin, or turns very slow, however, the starter is dragging and needs to be replaced.
