Having problems with your 1998 Mercury Mountaineer ?

When I first turn the key there is nothing at all. No crank noise from the starter, nothing. I leave the ignition turned on for about 12-20 seconds and the ignition finally fires. There is a drag from the starter also when it first starts. Would this be a straight ignition replacement, or would the starter need replacing also?

Starter may hanging up in flywheel . replace starter.
