Answers :

1998 has a throttle cable. The throttle body has an idle air valve that can sometimes become unseated causing high idle. It can be removed and cleaned and reinstalled. Also the throttle body can be cleaned and reinstalled. I suggest a Hanes manual from a parts place most of these places will run diagnostics on your car for free as well, just ask. If this has been helpfull please leave feedback. Thanks, SP
This is a dangerous situation. I don't think I would try to drive a car that is stuck at 3000 RPM.

\015\012Have it towed to an auto repair shop. There is likely a problem with the electronics.
