Having problems with your 1999 Ford Escort ?

Intermittent grinding noise while driving

\015 Intermittent (80-90% of the time), grinding noise while driving, as well as a loud squeaking from the front while coming to a stop or starting to move from a dead stop. Fluid levels are fine in everything, no visible breaks in the springs or anything. Timing belt looks a little off, and a little frayed. Front passenger side, under the hood all the way on the bottom, there is a rusty, mildly fluid covered cylindrical part with a small off shoot from the left side and something off the top.\012\012Took a picture, but unsure how to post.
