Timing belt replacement on the Subaru engines is quite involved, so replacing the tensioner with a new unit cannot hurt. However, I often re-use the tensioner after inspection and have never had a problem.
Timing belts do no use a hydraulic tensioner, that is only used on engines with internal oil lubricated timing chains.
