I have a 2000 Silverado 5.3, When the truck is almost stopped and not braking hard why does the ABS turn on?

Does the abs light stay on or flicker when brake is applied? If the fluid system was open at all resiliently it will need bleeding manually or can be done with a snap on or an equivalent scanner.
