Hi.

The stereo is in Loc mode because of the anti-theft feature.

The anti theft code is written on vehicle original documentation.

On most vehicles you will use the last six digits of the vehicle’s VIN number to unlock the radio.

If the code has been changed you need to call GM (they charge about $5), orget a service like this to get the code.
See:GM - Contact Us - Main Page

Here the procedure to enter the code.

"Key on engine off
Radio off
Push and hold buttons 1 & 4 for 5 seconds

Possible displays and meanings:

3 Dashes = No code stored and won’t lock up.
SEC = There is a code stored.
INOP = 8 incorrect attempts were entered.
To bypass this mode you need to have the key on for 1 hour, then it will let you try 3 more times every hour.
REP = Received new code and wants you to repeat new code.

LOC = Radio is locked.
If radio is locked turn key on.

Push & hold buttons 2&3 for 5 seconds.
3 digit code will be displayed.

Push buttons AM/FM you will receive 3 more digits. This will be a total of 6 digits that you will need to write down and call GM for a new backup code. (approx. cost 5.00 dollars)

After new code is displayed, you will get the SEC display. The radio is still secured. If you enter the back-up code again, you will get 3 dashes. This will allow you to either enter a new code or leave it blank.

To receive the backup code without having to call GM, press and hold buttons 1&4 then buttons 2&3 finally AM/FM. This will give you the backup code. NOTE: The radio must not be locked up to do this procedure. Follow code resetting procedure above to change the current code in radio"

We can't supply the unlock code because we have no access to the GM database computers, each code is unique to the truck VIN and the radio by serial number, the dealer will often provide this information free, if they won't supply the code from the GM database on your truck then go to this web site, there is a small fee but much cheaper than the dealer charge.
