I used to have a 1999 Mitsubishi Eclipse with the same symptoms; my mechanic replaced the speed sensor ($65) and the problem went away. Take the car to auto zone and ask them to plug the computer, they normally do it free of charge. If it is the sensor, you may have to buy at the dealer.
If vechicle speed sensor did not fix problem.missing problem could be caused by many things like clogged fuel filter, dirty fuel injectors,if bad ignition coil in which negative lead to ignition coil causes tachometer to work.your tachometer work from ignition coil your speedometer works from vechicle speed sensor. i am a old school and new school mechanics the older cars had hook tachometer at the distributor negative tach terminal.
