Check which oil you are using. This can happen with excessive dirt int he tappets if they are hydraulic or if the oil viscosity weight is too high. At one time, Rislone was the answer, but it is not always the best idea with some of the new alloys and aluminum heads and blocks. You may do better with a fully sythetic oil like Castrol Syntech. Also, make sure that your timing is correct.
