Could be several things. The starter draws a massive amount of amperage from the battery in order to turn the engine. When you turn the key it actives a heavy switch called the solenoid. An ordinary switch would burn up. In order to get the right amount of power to the starter the battery terminal have to be clean and tight. That is very important. So check that first. The clicking is probably the solenoid and dirty terminals aren't sending the power needed. Dirty terminals can be worse and act up during rainy weather. Dirty terminals also inhibit the alternator from charging your battery up fully and will wear out itself out. If you have a weak battery charge it fully with a charger. Never charge a battery by driving after having a drained battery and you needed a jump start. Charge it with a charger! Take the battery to an auto parts for testing, most will test it for free. Just because it has voltage does not mean it has power!
If a thorough check and cleaning of the battery does not solve the problem then the starter is next, pull it and take it for testing as well.
Never pour anything on your battery terminals!! Clean them by hand after you remove them from the battery using a battery cleaning brush. Wear eye protection and gloves because it is acid you are messing with. It will blind you, burn you and at least eat holes in your clothes.
Pick up 2 felt rings that they sell in the automotive battery section. There are a green one and red one. Soak them with oil and place them around the battery terminal posts before you clamp the terminal cables. That will hinder the gas from leaking out from the battery at the posts which cause the posts to foul up in the first place.

Do not smoke around a battery and always remove the negative cable first!
