Hi,
\012it would seem to be that the power assist steering is not given assistance untill the relative steering wheel action is quite advanced. The valve actuators in the rack / box will have to be checked, if the lower column is checked and found to be functioning correctly.
\012
\012Simple check, put a chalk mark on the top and bottom of the steering column adjacent to the safety joint. Have an assistant turn the steering wheel from full lock to full lock and opserve the chalk marks. if they move out of alignment with each other, the upper and lower steering column is not functioning correctly.
\012
\012When performing this task, observe all applicable safety precautions to avoid injury.
\012
\012If the marks remain in alignment, the problem is within the rack / box, and appropriate action will have to be taken.
\012
\012Good luck.
