The high speed on the A/C blower works but the lower speeds do not. How do I get the lower speeds to work again?

The symptoms you clearly describe is not uncommon fault on many vehicles the most likely cause is that the heater electrical control works via a resistor/reostat as we call it in uk this operates rather like the reostat on elec cooker as you turn it from low to high the radiant is given more power /heat hope you understand ?? so if you check the heater motor you will /should locate the wiring to it mostly it is plugged into the resistor which is usually secured on outside of heater motor body by either screw or other clip ? it is easy diy when you locate it hope this helps?
You probably have a faulty resistor. They are usually located either on firewall under hood, at passenger side, or on housing under dash.
