Instrument panel removal 2002 Crown Vic police interceptor

\015 I have a 2002 Ford CV police interceptor. I need to find out how to get inside the instrument panel. it's got dust and debris I need to clean out of it. I know about the need to remove the radio and how to do it. I also know about the small panel to the lower left of the dash that snaps out. I also know there are screw bolts there and the ones that are above the outer instrument panel. The problem I am having is that the area above the location of the radio of the section that needs to be removed seems to have clamps. I was able to click one free but not sure if the same is true for the futher right of the section. I don't know if there are more screw bolts there or just clamps. can you help? I don't want to break it trying to pull it free. There is also a cigar plug just below it next to where the trunk release button is that does not work. Can I access the cigar plug by removing that section as well? I want to re-connect the wires to it or fix the problem that is causing it not to work.
