Make sure your foot is on the brake. If so it could be the shift interlock switch.
Your transmission shift lock solenoid is bad or the circuit that provides current to it, when you depress the brake pedal, is defective. Check to see if your rear brake lights illuminate when you press the brake pedal. If no brake lights in the rear, it might simply be a blown brake fuse causing your no shift from park problem.
