At first sight, it looks like a switch problem. You can check the switch by performing a continuity test at the tail light with a voltmeter, with someone actionning the pedal. You can also check continuity between the positive battery cable (detached from the battery) and the fuse, and between the fuse and the switch. \012\012Good luck !
