More than likely you have 1 of 2 problems, since you checked the others as specified. Sounds to me like you either have a Frion Leak or just too low of charge. Without the properly operating seals (the front seal needs oil to work) AND enough pressure in the system, it won't work at all, even if it's getting power. I would have the pressure checked. If you need it refilled, get it vacuumed out before recharging so you have a clean fill. Also while checking for leaks, check the condensor too which should be behind the grill somewhere. Rocks and debris can cause a leak too. If it' old AC Charge it would be an oily residue and if somewhat newer charge then it would be a greenish residue on the units. One or both units could be bad, or one or both could just have a leak. Overall, if you have a low or no charge, it won't work at all.
\015\012One key problem many people have is during winter months they tend to NOT operate it at all. As a helpful suggestion, even if you plan to NOT use it, it's still a good thing to turn on for at least 15 minutes consecutive at least one time a month in the months you don't need it. That keeps the oil circulating and stops the frion from locking up the lines from that "cold winter pressure".
\015\012There may be shops there local to you that would be willing to do a test charge on the unit for free without a diagnostic charge. Check it out. You never know unless you ask. But if you use AC all the time, you could also have a bad unit that just needs replacing. It's an easy DIY project as long as you have the right equipment.
