Having problems with your 2003 Mazda Tribute ?

Our 03 Mazda Tribute is blowing outside air

\015 Our 03 Mazda Tribute seems to be blowing less than ice cold air. It's 101 right now so I understand that impacts the coolness of the car, but even when it's cooler, we have a hard time feeling like the A/C is doing it's full job. I think the problem is that, even though we have the switch on Max A/C, it seems like it's pulling in outside air. I could smell the driver in front of me smoking the other day. We are always smelling outside smells and I think that's why the air isn't as cold - it's not recirculating the air inside. Is this a problem with the panel or, as someone suggested, might it be the vacuum line? I have no idea how to check the line as I don't even know where it is. Someone said it's next to the firewall, but I have no idea where that is, either. What do you think it is? I'd love to avoid taking it in if it's something we can figure out at home.
