Gas tank making loud whinning noise when i take the gas cap off. what could be the problem?

Assuming from the noise i am assuming your opening the gas cap while the engine is running. that noise your are hearing is prob the fuel pump. your really not supposed to open the gas cap while the engine is running. pressure is needed inside the gas tank for everything to work properly. after a while of doing so you may get a emissions code for either a small or a large leak. i recommend when pumping gas to shut the engine off to eliminate any future problems that could happen.
The problem could just be a blocked vent pipe. When the fuel heats up when the vehicle is in use it expands and the vent pipe allows this overpressure to be released. The Gas tank should never be pressurised on a private vehicle. the only thing under pressure should be the fuel line to the engine. If the vent line is blocked it is a quick and easy job to clear it. It is usually just a build up of gunk around the filler cap.
