Where is senson and how difficult it fix. P0141 *Secondary heated oxygen sensor (secondary HO2S) (sensor 2) heater circuit malfunction

The sensor in question is the sensor after the catalytic converter on the side with number 2 cylinder.
The heater in the sensor is not working so the sensor is not starting to work fast enough for the computer. The sensor has to measure exhaust gas of over 500 degrees to be accurate, so the heater makes the gas hot until the engine warms up.
Could be the sensor or the power source for the heater in the sensor.
A mechanic would check for voltage on the heater circuit.
