If this is the front caliper,then the caliper needs to be replaced,it is froze up,now,if it is the rear,the caliper piston, most likely turns inward,either left handed,or right handed,depending on with side you are working on.
The piston always needs to be farther into the caliper with new pads, since the new pads are obviously thicker than the worn ones. You will need to use a very big pair of channel locks or a c-clamp to press the brake caliper piston into the housing before it will slide over the rotor
