Absolutely and DANGEROUS. What you need to do is isolate the problem before fixing or replacing parts.

Disconnect the throttle cable. Push on the disconnected cable from the inside of your vehicle. Find out if cable is sticking.

If not, go to the disconnected throttle lever. Try to position it to stick. If it does stick there are several reasons. The TPS switch is binding and needs to be replaced, or the throttle plate may have a missing or loose screw. The screws are usually flared once they are installed and are not meant to be removed. Bad things if engine ate one.

The throttle housing may show signs of binding from the butterfly flap. If the housing was in an accident, the housing may be warped. Carbon buildup can jam action too.

Bad return spring on throttle housing. You need to replace spring or get different throttle body with a strong spring.

All of these parts should want to close more than to open.
