2003 Honda Accord EX interior fan not working. Was in a downpour and had lights, wipers, radio, etc turned on and when tried to turn defrost on the fan failed to come on. Have checked every fuse/relay

The fan motor could have went out, you can pick one up at the local parts house for less than 50 bucks. its pretty simple to change on most vehicles its usually located under the hood usually on the passengers side, only about three or four screws hold it in. Most of the time they can point it out for you at the parts house. Once its located unplug the wires going to it, turn the air condition on with the key on and check the wires using a volt meter to make sure you are getting at least 12 volts to it. If it is getting 12 volts then buy the fan, if you are getting no volts or something less than 11 volts then have a mechanic check your wiring harness, as there may be a short or a wire making contact in the wrong place.
