Does it have dual temp control? Is the freon full?
You do not need to pull the dash cover off the fix the gas gauge neddle.

Go to any Ace Hardware Store and purchase two packs of round magnets.

Stack them like a long tube, place them over the needle and move to the left, the neddle will follow. when where you want it, pull the magnets away from the dash unit. You will be ready to go.
What causes this problem is low voltage or when you disconnect the battery.
