Hello mjk.
On the information you have provided it appears you have a ruptured power steering line.
There are two lines, one to carry pressurized fluid from the hydraulic pump to the steering box and one return line in the other direction back to the pump.
The fluid is likely getting on the hot exhaust and creating the smoke.
With the fluid leaked out your steering will no longer have assist from hydraulic pressure.
You will need to find out which line has broken and replace it.
If it is a slow leak and hard to locate adding a little fluid in the reservoir and starting it will usually locate the leak.
There is a possibility that the line rusted through and could be repaired by cutting out the rusted section and joining in a new piece using compression fittings.
