Answers :

I would disregard the outside temp. May just be coinsidence.
\012Have you checked your fuel pump? Can you hear it buzz for about 2 seconds when you first turn the key on? If it does not buzz, since the truck eventually starts, it could be a bad relay. After extended cranking, when the oil pressure builds up, the oil pressure switch will energize the fuel pump.
\012The computer sends a ground signal to a relay so the vehicle can be started before the oil pressure builds up so it does not take extended cranking.
My 1986 Silverado 3/4 ton started that and I chased it, and chased it. Remember the KISS theory! Start with the fuel filter, because that what it ended up being. Can't explain why exactly, but when discussing it with other mechanics we came up with maybe some form of wax that would melt above a certain temperature. When the fuel filter fixed the problem, I removed the tanks and steam cleaned them and replaced, no more problems starting other than my chock needing adjusted every so often.
