With the steel against the caliper and the glued-on stuff against the rotor. Use a C-clamp to carefully push the piston back into the caliper, just bottom it out gently and set the pads in, hold them in place while you set it on the rotor, position it and put the bolts in. If you don't have a C-clamp you can put the caliper in its mounted position and gently pry between the caliper piston and the rotor to push the piston back.

If you got a tube of blue stuff, that goes between the pads and caliper, supposed to keep them from squeaking.
