Having problems with your Chrysler Cirrus ?

I have a 1999 chrysler cirrus i change the plugs and wires the car will not start and it ran before we took it apart

If it ran before, that means you did (or did NOT0) do something to cause it. The relay, if it's the correct one, should definitely be plugged in. Did you have any "left over" parts after reassembly? Look up the schematics (AutoZone has some relatively cheap [about$15] AND easy to read books on various models) to see if some part has fallen off and where that relay should plug in. If it still doesn't turn over, the wires or plugs are not properly seated (pushed in) or they are the wrong ones. Double check them. Good luck.
Which engine do you have, are you now getting spark to the plugs, and what color is the wire ?
