Having problems with your Dodge Neon ?

My right rear tire locked up on me i beleive its something to do with the brakes which are drum brakes and i need to know how to get in there to them i got the tire off but that outer drum i don't know how to get it off

Since your car is front wheel drive, the drum should either slide off the lug nuts and a hub, or you'll have to take the retainer nut and bearing off..

First check the parking brake/emergency brake cable that enters the backing plate and make sure it's got slack, if not dis connect the cable and then see if you can get the drum off.

BUT...if it's locked up, you have to relieve the pressure from the shoes on the drum or you'll never get it off.
There should be a slot on the center bottom of the backing plate. It usually is about 1" long and typically has a rubber plug inserted in it.
Take the plug out and you'll notice a coarse star-geared wheel. You can take a flat blade screw driver and lever it against the backing plate and turn the star wheel. This is the adjustment for the shoes... it's only going to loosen one direction because it's tight and holding the drum onto the shoes.
back it off as loose as you can, the drum should eventually be able to rotate again. Then pull the drum as noted above.
Check to see if all the hardware is in good shape, if so, it may be that the hydraulic cylinder is locked up..
