Having problems with your Hyundai Motor 2003 Elantra ?

2003 Hyundai when driving and stopped in traffic for over 3 minutes or so when the car is warmed up the temperature gage sometimes goes up a little bit over the halfway mark but then goes back down when I start driving again...If I turn the heat on it will not go up. Any soultion? Please advise antifreeze in xcoolant is fine If i need a new thermometer or if the fan is stuck is it expensive to fix? Also what damage can this cause if not fixed Please advise
