Sounds like the blower motor for the heater and A/C is seized or the fuse/relay for same is bad. Is coolant leaking somewhere? Check all hoses including the heater hoses for leakage. Feel the heater hoses when the engine is hot and the heater control is on. They should both be as hot as the radiator upper hose. If water is leaking into the heater housing, it may have gotten into the blower motor and caused it to seize. Are the radiator fan(s) coming on? Check for free rotation of the fans. Replace the radiator cap if the seal under it is rotted looking or split. Is there a crack in the coolant reservoir, or a bad connecting hose to the radiator? Get the fans running, then tackle the coolant leak, then the blower motor.
Your electric cooling fan is not switching on that is either 1. you fan is bad which you can test jumping a hot wire to the pos side of the fan if it works then exclude it. 2. your fan works on a ground system there is a coolant fan switch in the head that can cause no fans, and the last 3. nfan relay or fuse bad
